Cindra Smith is recognized nationally for her expertise in governing boards and trustee development. Since 1998, she has served as director of education services for an association that serves 108 colleges. In that role, she authors education materials and develops and administers professional and organizational development programs and services for community college trustees, administrators, faculty and support staff. Her skill areas include trusteeship, board and organizational development, Policy Governance, leadership styles, staff development evaluation, and teaching. She has consulted with community colleges and community-based organizations throughout the U.S. and Canada.
Cindra was based at college campuses from 1972 to 1988, holding positions as dean of counseling and student development at Sacramento City College; counselor/coordinator and instructor at Lake Tahoe Community College; academic counselor at California State University at Chico; and instructor at Butte Community College.
She holds a doctorate in community college leadership from the University of Texas at Austin; her dissertation was on John Carver's Policy Governance model for governing boards. She holds a master of arts degree in psychology from California State University at Chico, and a bachelor of arts degree in psychology from University of California at Santa Barbara. She also did course work at Lake Tahoe Community College and American River College and attended several language institutes in France, Mexico, and Costa Rica. In 1991, Cindra received the John L. Fry Individual Merit Award from the National Council for Staff, Program and Organizational Development.
Her book, Community College Trusteeship: A Guide to Effective Governance, was published in 2000 by the Association of Community College Trustees. In addition, she has made presentations at numerous international, national and state conferences, and has published articles on trusteeship, staff development evaluation, and selected educational policy issues.
